Election 2026: What Cape Cod Voters Should Know About Question A
Published on: October 6, 2026
Question A will appear on ballots in all 15 Barnstable County towns in the November 2026 election.
Because Question A is not a statewide ballot question, it is not included in the Secretary of the Commonwealth’s Information for Voters booklet sent to voters.
What is Question A?
Question A asks whether a Charter Study Commission should be created to review the present structure of Barnstable County government and make findings and recommendations about potential changes — including changes that could make fundamental and wholesale changes to the form of county government.
If Question A passes countywide, a 19-member Charter Study Commission would be created. It would include 15 elected representatives — one from each Barnstable County town — plus three County Commissioners or their designees and the Speaker of the Assembly of Delegates or her designee.
What does your vote mean?
✔ YES — Creates the Charter Study Commission.
✖ NO — Does not create the Charter Study Commission.
What about the Charter Study Commissioner on your ballot?
Regardless of how you vote on Question A, you may also vote for a Charter Study Commissioner from your town. Candidates elected as Charter Study Commissioners will take office only if Question A passes countywide.
The 15 elected town representatives would have population-weighted votes, meaning their voting strength on the Commission would be based on the population of the town they represent.
Question A appears before Question 1 on ballots in all 15 Barnstable County towns.
